Are the policies and procedures that were in the old manuals still applicable? Where can they be found? The Financial Administration Manual (Manual) replaces Treasury Board’s Accounting and Reporting Policy Manual and the old Financial Administration Manual. The Manual consolidates Treasury Board’s policies and the Provincial Comptroller’s directives into one manual. Refer to Summary of Main Changes. |

How do I locate information on a specific topic? How do I find information about related topics? The new Financial Administration Manual
on-line contains a “Search Manual” function. Type the keyword(s)
into the search field to find sections related to the topic that
you are interested in. There is also a “References” component
found at the end of most sections. These references can provide
additional information that is related to the subject matter
contained in the section. |

The rates for travel allowances for employees are not included in the Financial Administration Manual. Where are the travel rates located? Why are they not included in the Manual? Travel allowance rates are set in The Collective Bargaining Agreement between The Government of Saskatchewan and Saskatchewan Government and General Employees’ Union (SGEU Collective Bargaining Agreement). The rates are specified in the Saskatchewan Public Service Commission Human Resource Manual (HR Manual), PS 601 – Travel Allowances. As
these rates are provided in the HR Manual, they are not
duplicated in the Financial Administration Manual. Where HR
polices are referred to in the Manual, links are provided to the
HR Manual. |

Why are processing rules related to the Government’s central financial system not included throughout the Financial Administration Manual? Where do I find processing rules? The Financial Administration Manual
contains policies and procedures, not processing rules. The
implementation of the Government’s new central financial system
will render much of the processing information relating to the
Revenue and Financial System (RES) obsolete. RES processing
details that relate to the policies and procedures can be found
in Appendix H Central System Processing. Once the new financial system is implemented,
processing information will be contained on the new financial
system. |

When changes were made to the old manuals in the past, hardcopies of the updated pages were sent to the users of the manuals. How will users be notified of updates to the Financial Administration Manual? Users can view the latest revisions to the
Financial Administration Manual through
Recent
Manual Updates on the Manual homepage or through
Record of Revisions, which contains a record of all revisions to the Manual. |

Is it possible to have a printed copy of the Financial Administration Manual? To print a copy of the Financial
Administration Manual, refer to

Manual homepage. The Provincial Comptroller’s Division,
Department of Finance will no longer distribute hardcopies of
the Manual. |

What do we do if we cannot comply with a particular requirement? Exemptions
from compliance with procedures may be provided in some
situations. A request for approval for an exemption should be
sent to the Provincial Comptroller’s Division, Department of
Finance and include the reason for the request and an
explanation of the controls to be implemented that would render
the proposal acceptable. Each request is reviewed on an
individual basis. |

Who decides to make changes and how are they made? The Financial Administration Manual is produced by the Financial Management Branch (FMB) of the Provincial Comptroller’s Division of the Department of Finance, under the authority of Treasury Board.
